The non-exercise of competence by the administrative bodies constitutes a serious violation of the law – the authority is not only the right granted by law, but also the obligation to exercise it. Unfortunately, in Bulgaria, the inaction of the administration is still very widespread and causes great damage to the economy and the development of society in general.
